It's could be St.Petersburg but the song in the background and some other stuff tells me it's Kiev

Yeah the song, is in Ukranian, or rather a mixture of Ukranian and Russian called Sruzhik. The place is thous Piter short for St. Petersburg City. Kiev has only a river, it doesn't have canals
